ELECTED OFFICIALS
Roger Vance began his eighth term Mayor of Hillsboro in 2020. Throughout the past 16 years as Mayor and cumulative 24 years of service on the Hillsboro Town Council, he has been a respected voice throughout the Greater Hillsboro area on democratic and citizen rights, governance and rural policies while also focusing his efforts within Town boundaries to modernize the historic community and provide safer roads and municipal systems to its residents. He received his degree from Kent State University. He and his wife Sherry moved to Hillsboro from Ohio in 1995.
Paul Hrebenek recently moved to Hillsboro from Washington, D.C. and has lived in the metropolitan area for 30 years. He attended high school at Chantilly High School and is also a graduate from George Washington University in International Affairs. He has served for 15 years in local government working in public safety. Recently he completed a Certified Public Manager program at George Washington University.
David MacDuffee is the newest member of Town Council, having recently been appointed in as Councilmember in 2022. MacDuffee is also the current Chairman of the Hillsboro Planning Commission and Acting Zoning Administrator for the Town.
Laney Oxman has served on the Hillsboro Town Council since 2015 and supports Hillsboro as a member of the Arts Council and volunteers her time in other ways since moving to Hillsboro in 1989 with her husband Michael. Laney started her education in painting and sculpture at Pratt Institute in NYC, and continued art studies at Corcoran College of Art in Washington, D.C.; Temple University in Philadelphia, Pa.; and American University also in D.C.
Stephen Moskal has served on the Hillsboro Town Council since 2017 a year after moving to the Town with his wife Emilie and their two children. Stephen owns and operates Moskal Golf Academy at Belmont Country Club in Ashburn, Va. Stephen has been teaching golf in Northern Virginia since 2000. Prior to moving to Northern Virginia, Stephen played golf professionally in Europe. He received a Bachelor of Arts in Philosophy from Furman University.

UTILITY FEES
Drinking Water
The Town of Hillsboro Public Waterworks (PWSID# 6107200) provides drinking water to residents and businesses within the Town's municipal boundaries. The drinking water is derived from two wells and is treated and stored at the Waterwork treatment facility located on Short Hill Mountain on the north side of Town. All homes and businesses situated within 300 feet of the Town’s water distribution system are required to be connected to the Town system, as of (DATE TK). The Town’s drinking water system was completely upgraded in 2021 as part of the Town’s ReThink9 infrastructure project. (More on the history and project here.)

Water bills are issued monthly based on metered water usage.
Connection and availability fees are due for new customers before connection.
Monthly Water Rates:
Fixed charge due: $38.20 (includes up to 2,000 gallons per month)
Consumption charge:
$5.50 per 1,000 gallons (from 2,001 to 3,000 gallons per month)
$8.60 per 1,000 gallons (from 3,001 to 4,000 gallons per month)
$13.00 per 1000 gallons (over 4,000 gallons per month)
*Delinquent accounts subject to a late charge of 10 percent or $10, whichever is greater.

Trash Collection
The Town of Hillsboro contracts with American Disposal Service to provide trash and recycling pickup services to residents in town.

Wastewater and Sewer
As part of the Rethink 9 restoration project along Charles Town Pike, the Town of Hillsboro has buried sewage lines along our main street to provide waste water and sewage services to residents in Hillsboro.
Residential installations for properties along Rt. 9 and Gaver Mill in town are currently underway. Estimated project completion in 2023.
